Victoria 2 is one of those games that becomes truly amazing if played with mods. If played as intended Victoria 2 is a game about maintaining a stable society while dealing with issues from industrialisation, rising class consciousness, and dangerous interconnected alliances. This usually means growing a capitalist class, balancing reforms, and trying to avoid costly global wars.
However, as the vanilla game is, this playing is not really ideal. High militancy can be exploited in a way that has conservative reactionaries rushing through liberal reforms just because they are angry. Instead of capitalist growth the game rewards players more for having centrally planned economies that prop up lots of costly industries and extremely cheap social reforms that barely make a dent in the treasury. Likewise, maintaining a military even with a Jingoist ruling party that views the country as a military with a state is extremely cheap so global wars are extremely cheap. All of this kinda cheapens the Victorian era experience. Without mods the game also has an issue where millions of rebels will spawn without the player really expecting it and no way to counter it, especially if they have rushed through reforms.
Mods like PopDemand and HPM (both available for free on the Paradox forum) fix all of the issues and add so much more to the game. With mods like these and many others the game goes from terrible to one of the best games ever made. Without mods it may actually just be barely playable. Ah Victoria 2… The game of janky old code and surprisingly well made economic and population systems. Very frustrating, very difficult, I wish i knew how to read..
